Organizational
Structure
PATAMABA is spread out over several regions: Regions I to X1,
the Cordillera Administrative Region and the National Capital Region.
Its members are concentrated mainly in the island of Luzon, but
they can also be found in the Visayas (mostly in Panay island),
and in Mindanao (particularly in Davao province).
In order to maintain such a widespread membership, democratic leadership
at all levels is stressed throughout the organization. Leaders are
freely elected by their members and decision-making is either by
consensus or by majority vote. The councils at each level function
within their respective jurisdictions. Each council has an overall
coordinator working closely with coordinators for organizing, education,
networking, projects, social protection, health, child-welfare,
fund-raising, etc.
The Barangay Coordinating Council
PATAMABA considers the barangay or village level as the most important
unit of its structure, forming the grassroots base of the organization.
Barangay coordinators are elected representatives of groups of individual
homebased workers.
The Municipal Coordinating Council
The Municipal Coordinating Council functions within its jurisdiction
at the municipal/city and barangay level. Municipal coordinators
are the representatives of each barangay chapter. To form a regular
municipal coordinating council, there should be at least three barangay
coordinating councils functioning within its territorial scope.
The Provincial Coordinating Council
Representatives from at least three Municipal Coordinating Councils
elect the Provincial Coordinating Council, which in turn elects
its own officers. Provincial coordinators are representatives of
the municipalities covered and are responsible for the planning,
implementation, monitoring and evaluation of activities of members
at the provincial level. They represent their members at regional
meetings.
The Regional Coordinating Council
The Regional Coordinating Council is the executive body of PATAMABA
at the regional level. It is elected by the Provincial Coordinating
Councils within its jurisdiction and also elects its own officers
who represent the region at national meetings of the organization.
The National Executive Committee
The National Executive Committee (EXECOM) is responsible for carrying
out the program decided upon by Congress and the plans of action
agreed upon during the annual strategic assessment and planning
workshops conducted with the participation of PATAMABA leaders from
the provincial up to the national levels. It is composed of the
National Coordinator, the Coordinators for Organizing, Education
and Training, Projects, Networking and External Affairs, and the
National Council Secretary, Treasurer and Auditor.
